That concentration of locked-out locations is not coincidental. These are the corridors through which Kenyan remittances flow. M-PESA has long been the preferred channel for those transfers. A login requirement tied to Safaricom mobile data does not merely frustrate those users — it removes them from the product entirely until they physically return to Kenya or find a workaround.

What Safaricom Care Actually Said

Safaricom's support account did respond. In a post that reached 1,205 views, @Safaricom_Care confirmed the mechanism directly: "The One app needs activation and first few log ins on mobile data. After that you can test WiFi, but the Safaricom line must be in the phone at all times."

Read that sentence carefully. "The Safaricom line must be in the phone at all times." A user in Dubai with a local SIM in their device — the standard configuration for anyone living abroad — does not meet that requirement. The response was accurate. It was also, for diaspora users, a confirmation that this was not a bug to be patched. It was the intended design.
